1. Participation conditions
1.1 General Conditions The competitions that will count in CN will mandatory have two sections: Extreme and Open. The classes will be: auto, moto, atv and side by side. At the OFF ROAD competitions are authorized only the vehicles with integral rear , in perfectly good conditions, that fulfill the mandatory minimum options , as they are stipulated in the Annex A. and in the mandatory security norms presented in 1.2. The participant vehicles have to be in good technical shape and will be validated by the technical commission according to annex A. At the EXTREM will be able to attend any type of vehicle with traction the whole, regardless of facilities, in compliance with the rules stipulated in the security framework Regulation and Appendix A, or motorcycles, atv-ROMs, side by side with technical and compliance with the rules stipulated in Security enduros rules of the Federation of Romanian motociclism.
The class AUTO EXTREM may participate only vehicles that have a minimum weight of 900 kg and a wheelbase of puntilor least 200 cm. At the OPEN will be able to attend any type of vehicle with traction the whole, regardless of facilities, in compliance with the rules stipulated in the security framework Regulation and Appendix A, or motorcycles, atv-ROMs, side by side with technical and compliance with the rules stipulated in Security enduros rules of the Federation of Romanian motociclism. The class AUTO EXTREM may participate only vehicles that have a minimum weight of 900 kg and a wheelbase of puntilor least 200 cm. The class side by side can register motor vehicles which have two seats for the pilot and copilot and fit under the minimum sizes of automotive classes. The competition can apply all the crews who possesses a license issued by the Federation of Romanian and Karting Auto racing or any sport Federatiile recognized FRAK visit valid medical issued by a medical authority in sports medicine and life insurance for the pilot and copilot for auto class and meet the conditions for participation in accordance with this regulation and Appendix A, have completed all the forms and have paid enrollment fee imposed by the organiser for the stage. A crew from auto and classes side by side is composed only of the pilot and copilot. For grades moto, atv and side by side can join only sportsmen who obtained a license to pilot the enduros issued by the Romanian Federation of Motor or any of Federatiile sports recognized by FRM, Visiting have valid medical issued by a medical authority in sports medicine and life insurance, and fulfill the conditions for participation in accordance with this regulation and Appendix A, have all completed registration forms and paid fee imposed by the organizer for the stage. 1.2. Security rules -- AUTO section EXTREM For security team / crews are taken into consideration the following equipment: Binding: -- Roll Cage pipe a minimum of 38 mm in diameter and 3 mm thick section -- Roof of the board for open-or soft-top under Appendix A - type safety belts HAM competition for automobile, with three or four points for fixing the pilot and copilot - Jacking -- Kit first-aid - protective helmets for the pilot and copilot (approved automotive) - extinctor with manometru, încarcatura less than 2 kg -- Întrerupator general Appendix A -- Transport fuel in the car is prohibited (is allowed only outside the passenger) for up to 40 litres in metal containers etansi, omologati very well fixed. -- Communication equipment (stations, mobile phones) -- Prelata or other impermeable material with the dimensions 6x3m -- Gloves protection Recommendations: Food and water for 48 hours Sapa troliere, Lopata, Topor, drujba, Weight for cable troliu (recommended min 1 kg) Each car will be written in the name of sight (in characters of 30/30 mm), first name and blood group for each crew member. For cases of emergency communication with station officials will be on CB channel 9 and mobile phone. -- AUTO section OPEN Binding: -- From manufacturing facilities -- Protective helmets for the pilot and copilot approved auto moto -- Gloves protection, - cat, - transport fuel in the car is prohibited (is allowed only outside the passenger) for up to 40 litres in metal containers etansi, omologati very well fixed. - over route is centurilor compulsory wearing of safety and protection castilor. -- Kit first-aid -- Sufa trailer, -- Communications equipment (cell phones) -- Manometru exctinctor at least 2 kg prelata-or any other impermeable material with the dimensions 6x3m Recommendations: -- Protective gloves -- Food and water for 48 hours -- Chains for the wheels
Section-moto-atv - Obligatory motorcycles and all-atv sites that may be present at the start will be in accordance technically and security in accordance with the rules of enduros Romanian Federation of Motor. After registering each crew will be subjected to technical Check. If the vehicle does not meet the technically specifications contained in Appendix A (for cars from the EXTREM) in this paragraph (1.2 safety rules) to lose the right to participate in the contest.
2. Start Crews will start in this competition with compulsory spalate cars, otherwise will be part of penalty points under paragraph 6.1 The Chapter 6 PENALIZARI. Only stages which start in locations that are not located in towns, and conditions are not created to wash vehicles competitors may start with nespalate vehicles. Cars which is starting will be required to participate pozitionate numbers on the side doors at the front sight. The number of competitions will be depending on the place occupied in the standings the previous year and will keep throughout the year competition.
For the contestant that are not the first time at one stage, the sports federation will approve (then) a contest number for continuing the numbers already given. The start order in which will not be made the prolog for the first stage, it will be settled after the classification from the championship of last year, and for the other stages after the occupied position in the partial classification of the EN. The publicity materials distributed by the organizer will be mandatory positioned on the exterior surface of the vehicle after the indications of the organizer. The contestants will put at the organizer’s dispose, surface like: -flashlight = two squares with dimension 520/500….engine -Para solar 150 mm -roof: a square with dimensions 520/500 Declining the application of the publicity materials it makes penalties according to the art.61.
3. Road book
To each team at the start it will be (…) the road book for the stage; for the sections and classes in which the team is made up from pilot and co-pilot. In case of ATV’s and Motto it will be (….) the GPS with the tracks for that stage. The GPS tracks for the motto and atv contestants are orientated. For this the contestants from motto and atv have the right to…..of 100 m left, 100 m right from the GPS track, which is (….)measured by over posing the track with the organizer’s tracks. What is over this value is considered ….. and is penalized according to the chapter 6.2.2. point d. At the finish the participants are (…) to returns the road books to the arbiter, which registers the return from the trace and after case the GPS’s in maximum 15 minutes from arrival. In case of not returning the contestants will be penalized (see penalties). In the arbitral shits and in the road book, the route arbiter will write the start hour, the entrance time and exit time from the special stages, the time of…..of the …but also the arrival time in one special row. The road books will have (…). The symbols from the (…) will be standard. The road book will have special spaces for the ad notation of the arbiter (start time, frozen time). The courting and writing the times in the road book will be made in the presence of the participants. The courting is made by second. The special request from the organizers for the contestants recording to one position from the road book will be specified as mandatory to the observation area of that position, including the afferent penalty.
4. The route
The route of the competition is established by the organizers and….fully by these, with auto vehicle that corresponds with point 1.1 and Annex A from the Main Frame contract. The organizers insure the participants that …. is authorized by the local officialities. The organizers (…) the right to change the route of the stages, the route of the stages/special…by weather conditions or other special situations. The (…) will be brought to the contestants (…) before the beginning of…or during that stage by special reasons before any team to… that position of the road. In case that one team passed by the last point or courting, the arrival time of the contestants becomes the last intermediary time of the teams timed on the last section…. (the organizer’s responsibility). On the …. The minimum distance between obstacles must be 2,50 for auto classes. Due to the different driving styles of the teams or to the particularly conditions of…, but also to the position line in contest, it can appear no accordance between the mentioned distances in the road book and the real distances in the road book and the real distance. These differences (metric) from the road book distance are mentioned as tolerant measures and they can not be the object of complaints from the contestants. The standard distance for the instruments calibration is mandatory to be 1000 m for GPs system without… and entry in the attributes of the contestants to have calibrated measure instruments (trip master) after this reference system. In case of which the organizer made the route after another measure system, he is obliged to put at the contestant’s disposal the etalon reference distance, and the contestants must calibrate their instruments as adequate. The organizer, through his representatives is obliged to announce the type of (…) by which the marks were made and in special stages before the beginning of the stage. On the route sections open to public….it will be respected the norms from…. On the… it is not mandatory to wear the protection helots. The …. will be mandatory announced by the organizer before the start of the stage. For every stage there will be established a maximum time (TM) for each special stage, before the contestants entrance in the special stage through the road book (..) in case of auto and side by side, through by (…) the contestants before the start of the stage by the arbitrage shits and in the….at the start place. On the route and in the special stage can exist control points (CP) with arbiter or without CP’s will be visibly and standard marked, and placed only in the road book positions. The CP’s can have A3 Format orange,
The CP’s must be taken one by one from all the route, doesn’t matter their position on the road book and must be put in the book in the same order in the special arranged rubrics. In contrary, these will be annulled and they will be penalized according to chapter 6.2.1. point C and 6.2.2. point A. The CP’s that are not put by the organizer, according to the regulations, they will not count and whey will be annulled. The Sport Commission will decide after the CP’s checking if they are valid or not. It is forbidden coming back on the route for recovering a missed CP. The fact is considered as non sportive and is the penalized as chapter 6.2.6. and with the annulled of CP. The intentioned out of route is penalized according to chapter 6.2.2. point D. At the finish of the special stages the arbiters will write on the road book and on the arbitrage sheets. Not passing through one of the sectors of the route it is penalized according to the chapter 6.2.2. point C. On all the competition it is forbidden for the auto extreme classes and auto open, the transportation of other persons be sides the pilot and co-pilot, otherwise if it is noticed this break of the rules is penalized according to chapter 6.1. point (?)
5. Special stages
For special stage we understand a section of the route marked with (…) on the road book which is pointed differently due to the it’s grade of difficulty (see chapter 6.2.1.). In the competition the contestants can pass also special stages sections which will be marked in the road book; these can not be more than three, on all over the route. Each of these stages were first taken by the organizers with an auto which corresponds with point 1.1 and Annex A from the main frame contract and timed. For not taken the risk of blocking the route in the special stages, it will be (…) a maximum time of passing. TM, mentioned in the road book (from the organizer), at it’s an expiral the team will be evacuated from the stage and penalized as special stage not finished (point 6.2.2.?). The special stages will be organized only in the places that allow the organizer to free the route (removing to vehicles blocked in PS) the intervention being made in max. 15 minutes after the TM expiral. In one competition it can exist 3 categories of special stages, specified in the road book: (………) function by difficulty. The (…) of the stages will be announced by the organizer by writing them in the road book of the contestants for auto and side by side and by (…) on the board before the start of each stage. For determination of time for one special stage will be counted between the entrance and the exist from the special stage. The time count in the competition system for teams is made as follows: total time of the special stage is established by the entrance time of the first team and the exit time of the second team. Not accomplish partial or total of one special stage gives the organizers the right to penalize the team according to chapter 6.2.2. (.) At the arrival in the next special stage of which they denied to accomplish, the team have the right at stop time until the entrance in the stage, as well as the other contestants. Not accomplishing integral a special stage with leaving the road before the expiral of the maximum time, without the agreement of the arbiter, is considered as refusal and is penalized with 200 points at which is added the penalties from 6.2.2.(.) Over passing the maximum time (TM) established by the organizer, it is mandatory the removal of the team from the route of the special stage it’s penalized as special stage not accomplished. The maximum time (TM) established by the organizer can be modified, if the time of the first team which rides on PS (without suffering technical, damages) organizer (TE).TM will be majored with the same percentage, rounded by minute.
6. Penalties
All the decisions recording the penalties are taken by the sport commission. The Sport Commission can have an even nr of members. In case of equal votes, the contest manager has the right of one vote. The competition penalties will be expressed in points. One point=1 minute. The winner of the contest will be declared the team with the smallest account of points. The time base in calculation of the penalties for each team will be the shortest time in which one team accomplished that stage (road book route or special stage). There will be the following penalties: 6.1. Penalties with general character: a). the contestants who will be present at the start with contest (...) none washed will be penalized with 30 points each time it will happen. b). throwing away things on the route (cigarettes packs, bottles etc.) 200 points, and for the repeating gestures the excluding from the competition. c). (…) language for the officials, other participants, 200 points until excluding from the competition (the Sport Commission’s decision). d). fixing the (…) or other helping ways without protection components -200 points. e).changing the trolleys direction (,) by the trees – 100 points. f). the transportation of other persons which do not (...) in the auto during the competition is penalized with 200 points and in repeating cases- excluding from the competition (the decision of the Sport Committee). g). not returning the road book or the GPS in max 15 min from the ending of the route to the arbiter which agrees the finishing is penalize with 100 points. h). in case of dropping out at the arrival to camp, hotel, etc. the contestant will have to present themselves to the secretariat of the competition in max 15 min from arrival, otherwise penalty of 100 points. 6.2. Penalties regarding the competition Al the penalties are calculated by team... One stage of the contest is composed by route section and special stages. 6.2.1. Time penalties: a).every minute of the route represents 1 point penalty b).every minute of the stage is penalized as: special stage (…) x2=2 points special stage (…) x3=3 points special stage (…) x4=4 points c).not (…) at the start in time is penalized with 50 point and with reposition on the start scale on the last place.
6.2.2. Route penalties a). missed control point (CP) 50 points b). not accomplished special stage - is penalized with the maximum time (TM) for that special stage – in points – TM multiplied with the stage (…) at which is added for: special stage (…) x2 – 50 points x3 – 75 points x4 – 100 points In case of which on one special stage there is a control point, the non accomplishment it will be penalized the missed control point and non accomplishment it will be penalized the missed control points and non accomplishment of the stage. The (...) down the iron pet 10 points (it is considered brought down iron pet in the moment that the iron pet is at the ground) decision of the Sport Commission - band breaking – 10 points c). not accomplishment of one section of the route is penalized by allowing the team the time of the team that finished the route section, in the longest time plus 100 points at which is added the penalties for CP’s situated on that route section. d). the intentional abandon at the route without the (…) of the organizer is penalized by allowing the team the time of the team which finished the route section in the longest time at which is added 300 points (Sport Commission decision) and add the penalties of the CP’s situated or that route section. e). exceed speed limit in locality and limits written in the road book is penalized with 1 minute/km exceed speed limit. In case of exceeding with 30km/h over the speed limit imposed by the organizer the Sport Commission can take the decision of excluding from the competition of the team. The speed is measured by the organizer with (...) ways agreed by the Sport Commission. f). any deviation from the route without the consent of the organizers, drams the full responsibility for the team/ 6.2.3. Trial Penalties – Superficial - bringing down the iron pet – 10 points, - band breaking – 10 points - 1 minute is penalized with 10 points - maximum time allowed can not be more than 10 min. (organizers responsibility)
7. Squalification
The competition qualification is applied unconditioned to any team for: a). destruction of goods or properties outside the road due to not respecting the present agreement until the excluding from the National Championship, the decision belongs to the Sport Commission. b). the alcohol consummation or drugs on the any contest stage until the exclusion from….. c). inadequate language for the officials, other participants or spectators, until the exclusion…
8. Abandon
The abandon situation is applied to the team which is redrawing from the contest before it’s finishing or which is not present at the start of the next stage at the announced hour, until maximum 30 minutes after the start of the last team.
9. Technical assistance
Technical assistance is allowed only in (…) or in the designated space by the organizer on all contest period. The technical assistance intervention outside the (…) is penalized with the qualification from that stage of the team. The technical repairs on the road will be made by the team, by proper forces or with the help of others contestants.
10. Medical assistance
On all the competition, the organizers will insure medical assistance for all the contestants by qualified and attested personally.
11. Road assistance
In case of incident of a team or auto, all the contestants are obliged, according to the ruttier code, to insure the necessary help at least until the arrival of the officials or the rescue team.
12. Classification After the finish of each stage, before beginning the next one, the organizers will make public the stage classification (intermediary classification) and the partial classification with the least. 1 hour before the next stage starts. The final classification of the competition will be established after the finish of all of the competition it’s determined that the results of the classification are wrong; the classification can be modified in max 7 days from the finishing of the competition. The modification of the classification can be made only by the Sport Commission. Each competition included in the annual calendar will count as individual stage in the National Off Road Championship. The National Off Road Championship classification is made by the obtained points accumulation in the individual stage classification as follows: - first 8 places from the individual stage classification are pointed in …… with 10, 8, 6, 5, 4, 3, 2, 1 points - each participant at CNOR has the right to point the best results obtained at 5 week-end competitions + 1 of 7 days competition - each competition of 1 week (6-7 days) is pointed with coefficient 2 (x2), the week-ends with coefficient 1 (x1) In case of (...) points between two or more contestants, the…. is made function of the superior numbers of places occupied in the CN stage classification. The organizers are not allowed to participate at the competitions organized by them.
13. Legal contestations
The sport legal contestations or referring to the technical and organization issues can be filed after the classing of each stage. The maximum time for filling the contestation is with 30 minutes before the start of the next stage. It will be considered only the contestations in written (…) which were handled to the Sport Commission for issue that concern the sport part of the competition or at the Competition Secretariat for issues of other nature. The (...) for each contestation solving the contestation of sport nature is made only by the Sport Commission, but the organizing team designated by the Contest Director. The positive solution of the contestation implies the contestation (...) 14. Prize award festivity
At the end of the competition it will be handled the diplomas to the participants. The teams classed on places I, II and III will receive also cups and prizes. For all the other contestants there will be participation diplomas. The organizers reserve the right to honor with special character diplomas or cups for teams with special behavior. During the competition, and also for the institutions or physical persons with a determinant contribution in organizing or developing the competition.
